European Central Bank President Mario Draghi on Thursday said the balance of risks surrounding the eurozone economic outlook have shifted to the downside.

He blamed persistent uncertainties tied to "geopolitical factors" and the threat of protectionism as well as vulnerabilities in emerging markets and financial market volatility. Draghi in December had described risks as broadly balanced.

The euro remained lower versus the dollar, off 0.5%, at $1.1328.
